Sausalito City Council at Large: Joan Cox

Joan Cox is a municipal lawyer with 30 years of experience representing cities, counties, schools, and special districts across California—a veteran of local government who has served two terms on the Sausalito City Council (2016–2020 and 2022–present), including terms as mayor in 2018 and 2025, and eight years on the Planning Commission (2008–2016) before that. She also serves as a BCDC (San Francisco Bay Conservation and Development Commission) Commissioner. For Joan, Sausalito’s climate fight is personal and practical: “As a bayfront city on the front line of sea level rise, we can’t ask the region to act while we stand still—and we’ve already shown we can lead.” 

Over her two terms on the Council, Joan has helped turn Sausalito’s clean-energy vision into adopted policy:

  • One of Marin County’s strongest bans on gas-powered landscaping equipment — Joan supported and voted to enact the ordinance phasing out gas leaf blowers (2022), then gas lawn mowers, hedge trimmers, and weed whackers (2023), and gas chainsaws and pole-mounted trimmers (2023).
  • A roughly $1.9 million municipal solar and energy-efficiency package — LED streetlights, solar on municipal buildings, and modernized heating and water systems, plus a Fleet Electrification Roadmap, expanded public EV charging at Dunphy Park and Lot 2, and a move toward 100% renewable electricity through MCE Deep Green (2023–2025).
  • Sausalito’s climate-forward land-use framework — The 2021 General Plan’s Sustainability and Environmental Quality elements and the 6th Cycle Housing Element, advancing transit-oriented, affordable, infill housing consistent with the City’s greenhouse-gas-reduction goals (2020 and 2025).

As she returns to the Council, Joan intends to continue supporting Sausalito’s move toward electrification, including streamlined permitting and EV readiness.
