350 Bay Area Action is pleased to endorse David Cohen for California State Senate District 10, representing communities from Sunnyvale through San José, Fremont, Union City, and Hayward.
He currently serves on the San José City Council and has been recognized as the city’s leading voice on climate action. In 2024, the Santa Clara County League of Conservation Voters named him Legislator of the Year.
In office, Cohen has moved beyond symbolic gestures. He founded San José’s Climate Commission in 2024, and championed updated building reach codes requiring heat pump installation whenever HVAC systems are replaced. He has been a vocal advocate for tiered rebate and financing programs to make electrification accessible to low-income families, arguing that the full lifecycle savings need to be part of the conversation.
Cohen endorsed the “Make Polluters Pay” bill in the California state legislature. He spoke at its press launch, and ensured that the City of San José officially supported the legislation with a formal letter to the state legislature. He also co-authored an op-ed in CalMatters raising concerns about the environmental rollbacks embedded in California’s SB131, which he argued undermined hard-won protections for land and wildlife.
As a member of the League of California Cities Board, Cohen successfully added climate change mitigation to the organization’s annual advocacy priorities in Sacramento.
If elected, Cohen plans to expand funding for regional climate adaptation, including flood protection, shoreline resilience, and urban cooling programs. He also wants to provide incentives for clean energy jobs in manufacturing, tech, and construction. In addition, he is an advocate for expanded transit funding and increasing state dollars for bike/pedestrian infrastructure.
