Donna has served on Burlingame City Council for 9 years in an at-large seat, including 2 terms as Mayor. She is highly respected in the community and provided strategic leadership with numerous organizations, including giving special attention to the needs of underserved communities. In addition, Donna brings financial acumen to the job, with 25 years in global institutional pension management, having advised cities, states, foundations, and unions on investments. She is on the UC Berkeley Haas Business School advisory committee and is co-chair of their Center for Equity, Gender, and Leadership.

Among Donna’s numerous key leadership roles are:

  • Current Board Chair of Peninsula Energy and has served on the Board since 2015, chairing its strategic planning committee and DEAI plan and implementation
  • Director for OneShoreline, working on sea level rise and flood mitigation, where she worked to develop one of the first zoning requirements to allow for sea level rise
  • Chair of City/County Associating of Governments (C/CAG) Resource Management and Climate Protection Committee 
  • Co-Chair, San Mateo County Home For All and SMC Housing and Community Development Committee
  • Raised funds for new, net-zero-energy Community Center

Donna supports decarbonization reach codes and the Air District “no NOx” rules that will move the region toward cleaner appliances. She recognizes the linkage of climate and housing and is dedicated to ensuring communities are not left behind in the clean energy transition.
