Redwood City City Council D4: Elmer Martinez-Saballos

Redwood City Council District 4 Candidate Elmer Martinez Saballos

Elmer is a first-generation Latino born in Redwood City and appointed to the city council in 2022. He believes in solving problems, working together through community building, dialogue and collaboration.  Elmer is Director of Communications for the Child Care Coordinating Council (4Cs) of San Mateo County, connecting families to child care programs and other critical resources. He previously served as District Representative to then-State Senator Jerry Hill and subsequently for then-Speaker Pro Tem Kevin Mullin.

Elmer sees an urgent need to ensure an inclusive and equitable approach to climate resilience and sustainability. This includes preparing the community, especially vulnerable members, for the impacts of sea-level rise, more intense summer temperatures, and longer wildfire seasons. He is a strong advocate for transit infrastructure and for more affordable housing, recognizing the link between housing and climate. Lack of affordable housing drives city employees and lower income families to more distant homes resulting in lengthy commutes, increased pollution, traffic and reduced quality of life.

Elmer serves on the Board of Peninsula Clean Energy and supports local building decarbonization codes as well as the Air Quality Management District “no NOx” rules to move away from dirty methane gas combustion to cleaner appliances.
