Juan is a challenger for an open seat on the Campbell City Council. With climate, he has a vision for advancing Campbell’s effort towards attaining the City’s goal of achieving carbon neutrality by 2045, as outlined in the Campbell Climate Action and Adaptation Plan. This includes implementing the elimination of polluting gas appliances in new construction and promoting solar panels and energy efficiency in all new buildings. Juan also wants to prioritize the expansion of public transportation options.
Juan supports a phase-out of all natural gas use as soon as possible through local reach codes, and he supports the Air Quality Management District’s “zero NOx” rules to phase out dirty methane gas appliances in favor of clean, efficient electric alternatives. He also supports the development of improved transit and affordable multifamily, transit-oriented housing providing homes near jobs to reduce polluting commutes.
Juan would like to see the establishment of a green bank to further empower residents by offering low-interest loans to make green energy improvements to their homes, such as installing solar panels or enhancing insulation. In addition, he sees it as essential to ensure that low-income communities are not left behind or disproportionately impacted.
Juan was born in Chihuahua, Mexico, and moved to the US at the age of 11 and explains, “ My journey, shaped by diverse personal experiences and my work as a public servant, has ignited my passion for public service.” In addition to climate, his priorities include housing, public safety, youth mental health, and healthy living.
